OFFICIAL IBERCUP REGULATIONS
1. GENERAL RULES
1.1 The IberCup shall be played in strict compliance with the rules of FIFA and IFAB (International Football Association Board). In matters of interpretation of FIFA rules, the original English text shall apply.
1.2 The club must be a member of a national football association affiliated to FIFA. In countries where football is operated by schools, participation is permitted for teams affiliated to duly recognised school football associations.
1.3 Teams are divided into groups of four to six teams, depending on the number of entries in the category.
1.4 The group stage standings are determined by points:
• Win: 3 points
• Draw: 1 point
• Defeat: 0 points
1.5 Tie-Breaking Criteria (Group Stage)
If two or more teams finish with the same number of points, the standings shall be decided in the following order:
1st Goal difference (goals scored minus goals conceded);
2nd Greater number of goals scored;
3rd Head-to-head result (result between the tied teams);
4th Greater number of wins;
5th Team with the lowest average age.
1.6 Competition Format
1.6.1 Teams play against each other in the group stage in a single round-robin format.
1.6.2 Qualification for the Playoffs (Gold, Silver or Bronze) depends on the final group standing and the specific rules of each age category (refer to the category's technical sheet).

1.6.3 Should a team be disqualified or withdraw during the group stage, all of their results (past and future in this stage) shall be changed to 0-3 in favour of the opponent.
1.7 Playoffs (Knock-out Stage)
1.7.1 All Playoff matches are decided in a knock-out format.
1.7.2 Matches that finish level at the end of normal time shall be decided exclusively by a penalty shoot-out (no extra time), in accordance with FIFA rules.
1.7.2.1 All players registered on the match sheet (starting and substitute) are authorised to participate in the penalty shoot-out.
1.7.2.2 Before the start of the penalty shoot-out, only 16 players from each team may be eligible to take penalties and must remain on the pitch. All other players must remain off the pitch.
1.8 Should a team be disqualified or withdraw during the group stage, all results shall be changed to 0-3 in favour of the opponent.
1.9 Should a team be disqualified or withdraw during Playoff matches, the opposing team shall automatically advance in the competition.
1.10 Penalty Shoot-Out Rules in Playoffs
1.10.1 FIFA rules shall apply, with a series of 5 kicks per team, where any player registered on the match sheet may take a penalty.
1.10.2 Should the teams remain level after the series of 5 penalties, the winner shall be determined by sudden death: one team scores and the other misses in their turn.
2. CATEGORIES AND FORMATS
Boys' Categories
• Born in 2018, 2017, 2016, 2015, 2014: 7-a-side Football (7v7)
• Born in 2013, 2012, 2011, 2010: 11-a-side Football (11v11)
Girls' Categories
• Born in 2015, 2014: 7-a-side Football (7v7)
• Born in 2013: 9-a-side Football (9v9)
• Born in 2012, 2011, 2010: 11-a-side Football (11v11)
Note: Girls' teams in the 2015 category are eligible to compete in the boys' 2016 category.
3. PLAYER REGISTRATION AND ELIGIBILITY
3.1 Maximum Players per Match Sheet
• 11-a-side: maximum of 25 players.
• 9-a-side: maximum of 20 players.
• 7-a-side: maximum of 16 players.
• Officials: maximum of 6 and minimum of 1 responsible person on the bench.
3.2 Identification: All players must prove their age by means of the original identity card and/or passport, bearing a photo and date of birth.
3.3 Shirt numbers must remain fixed throughout the tournament. If changed, the match sheet must be updated in the IberCoach App before the opening whistle.
3.3.1 If a player changes their number between matches, the team manager must update this information in the IberCoach App before the start of the following match; otherwise all statistics for that player will be incorrect.
3.4 Substitutions
3.4.1 Rolling substitutions (unlimited and with re-entry) are permitted in all categories, provided they are authorised by the referee and carried out within the technical area or, if no such area is marked, at the halfway line.
3.4.2 An illegal substitution shall be penalised with a yellow card.
3.4.3 When substituting a goalkeeper, play must be stopped and the referee must be informed.
3.4.4 A player may only enter the field once their team-mate has left the legal playing area and the referee has given authorisation.
3.5 Cross-Category Eligibility
3.5.1 A player may represent the same club in different categories (respecting the age rules), but must be registered on the match sheet of all teams in which they play.
3.5.2 If a player represents a club in several age categories but is only registered with one team, they will not be allowed to play for the others. Should this occur, the player will be excluded from the competition and the team will forfeit by 0-3 any matches in which that player participated.
3.6 A player CANNOT represent two teams from the same club in the same category. The infringement results in the player's exclusion and a 0-3 forfeit in all matches in which they participated.
3.7 Teams that field players not listed on the registration form may be excluded from the tournament.
3.8 Player registration during the competition is not permitted. The deadline for player registration is 24 hours before the start of the first match. Once validation and accreditation have been completed, no further player registrations will be accepted.
4. MATCH DURATION
There is no guaranteed stoppage time, except in cases of serious injury as managed by the referee. There is no extended half-time interval — teams change ends after the referee's whistle and the second half begins immediately.
• 7-a-side and 9-a-side: 2 halves of 20 minutes (2×20 min).
• 11-a-side: 2 halves of 25 minutes (2×25 min).
4.1 All matches shall kick off punctually, in accordance with the published schedule.
5. KIT AND MATCH DETAILS
5.1 Match Sheet (IberCoach App)
5.1.1 Validation of the match sheet in the official App is mandatory up to 45 minutes before the start of the match.
5.1.2 All players registered in the competition must appear on the match sheet.
5.1.3 If a player does not appear on the match sheet, they may not be used in the match. The team official must contact the competition's administrative services to resolve the situation.
5.1.3.1 Any player or official not listed on the match sheet may not access the technical area.
5.1.4 The match sheet remains active with information from the previous match. If it needs to be updated, the team manager must make the changes in the IberCoach App before the start of the following match.
5.1.5 Even if there have been no changes to shirt numbers since the previous match, the team manager must always validate the match in the IberCoach App 45 minutes before kick-off, or the match may not start at the scheduled time.
5.1.6 All players on the team list are considered to have participated in the match (with disciplinary implications, particularly regarding suspensions).
5.1.7 Random checks of team lists and participant lists will be carried out.
5.1.8 Failure to validate the match sheet before the set deadline may result in the team forfeiting the match 3-0.
5.2 Players' Kit
5.2.1 Shirt numbers on the back are compulsory and must correspond to those on the match sheet.
5.2.1.1 If a player does not have a number on their shirt, they must add one manually using tape; otherwise they will not be authorised to play.
5.2.2 Two players from the same team cannot wear the same number in the same match.
5.2.3 If a player changes their shirt number from the previous match, this information must be updated on the match sheet with the field staff before the start of the match.
5.2.4 No player may change their number during the same match. Non-compliance results in a yellow card and the player must leave the field to put on the correct shirt.
5.2.4.1 The player may only re-enter the field when wearing an authorised shirt number and with the consent of the referee.
5.2.5 The use of shin guards is compulsory in all matches.
5.2.6 Aluminium studs: Prohibited in all 7-a-side and 9-a-side categories. In 11-a-side, only permitted for goalkeepers on natural grass. On artificial turf, aluminium is strictly prohibited for all players.
5.2.7 In the event of a clash of kit colours, the team that loses the coin toss must change kit or wear bibs.
5.3 Match Balls
5.3.1 All 11v11 matches shall be played with size 5 balls.
5.3.2 All 7v7 and 9v9 matches shall be played with size 4 balls.
5.3.3 The organisation will provide official match balls, but teams must also bring their own.
5.3.4 The organisation does not provide balls for pre-match warm-ups. Teams wishing to purchase balls for warm-up should contact the organisation.
5.4 Before and After the Match
5.4.1 All teams must be ready at the pitch no later than 15 minutes before kick-off, with valid documents for age verification, if requested.
5.4.2 Immediately after the end of each match, team managers or coaches must validate the match sheet online using their PIN, available in the MyTeam Info area of the website. Failure to do so may result in a notification from the jury.
6. ACCREDITATION AND AGE VERIFICATION
6.1 Player Registration (MyTeamInfo)
6.1.1 The team manager will have access to the MyTeamInfo area as soon as the first payment or deposit has been made, enabling them to pre-register their players in the system.
6.1.2 Mandatory information for player registration: Full name / Date of birth / Identification number / Photo / Position / Identification document attached.
6.1.3 Once registration has been completed, the team manager must attach each athlete's document in MyTeamInfo up to 30 days before the start of the competition.
6.1.4 When attaching documents in MyTeamInfo, teams must have the player's photo uploaded to their profile, enabling cross-verification with the identification document.
6.1.5 If the team manager does not complete accreditation following the steps indicated, the player will not be authorised to participate.
6.1.6 In previous editions, several players were prevented from participating because their team managers did not respect the deadlines, resulting in the forfeiture of all fees paid.
6.2 Online Accreditation
6.2.1 Online accreditation must be completed up to 20 days before the tournament (uploading photos and documents to the system).
6.2.2 Should teams fail to complete online accreditation before the start of their first match, they will incur a penalty of -3 pointsin the group stage standings at the start of the tournament. They will not be allowed to play their second match.
6.2.3 If any player has not yet had their photo uploaded to the system at the time of online accreditation, their accreditation will not be valid and they will not be permitted to participate.
6.2.4 Players who are not verified through online accreditation will not be authorised to participate, even if they present an identity document on match day.
6.2.5 For players to be officially registered and the accreditation process to be complete, all payments must have been made.
6.2.6 Valid Documents
6.2.6.1 For teams from the host country (Portugal): the player's card from their local football association or a Citizen's Card (Cartão de Cidadão) will be accepted.
6.2.6.2 For foreign teams: only a valid identification card (a legal card issued by a government institution, bearing a photo, and laminated) will be accepted as player identification.
6.2.6.3 This card must contain: full name, photograph, identification number, and date of birth. It must always be used together with the player's passport.
6.2.6.4 For players travelling from countries where there is no requirement to present a passport to enter Portugal, the organisation will only require a valid identification document.
6.3 In-Person Accreditation
6.3.1 In-person accreditation upon arrival at the tournament is compulsory.
6.3.2 Team managers will be informed in advance of the location where this procedure can be carried out.
6.3.3 The team manager is only authorised to collect the team kit once the online accreditation process has been completed.
6.3.4 All teams that have completed online accreditation need only collect their kit from the secretariat, without having to queue.
6.3.5 For teams travelling by air or in their own transport, the kit may be collected from the secretariat after check-in at their accommodation.
6.3.6 For local teams, the kit must be collected from the secretariat 2 days before the competition.
6.3.7 Local teams that collect their kit only 1 day before will not have priority over teams with accommodation who carry out in-person accreditation on that day.
6.3.8 Only the team manager needs to be present at in-person accreditation to collect the kit.
6.3.9 If team managers do not complete in-person accreditation, teams will NOT be permitted to participate in their first match.
6.3.10 If a team does not complete in-person accreditation, the organisation reserves the right not to allow them to advance to the Playoff stage.
6.3.11 During check-in, the organisation will request sports insurance documentation from each team, which must cover participants until the end of the tournament.
6.4 Age Verification (Spot Checks)
6.4.1 With the online accreditation system in place, teams are not required to carry players' identification documents to matches.
6.4.2 Age verification through random spot checks may be carried out at any time by the organisation.
6.4.3 These checks will be conducted by staff bearing appropriate identification, through visual confirmation between players and the profiles registered in the system.
6.4.4 Teams must have original documents (physical or official digital) available at the pitch 15 minutes before each match.
7. SPECIAL AUTHORISATIONS (AGE DISPENSATIONS)
Players who are at most one year older than the category's age limit may be used in the following quantities:
• Boys 7v7: maximum of 2 players.
• Boys 11v11: maximum of 3 players.
• Girls 7v7 and 9v9: maximum of 3 players.
• Girls 11v11: maximum of 5 players.
7.1 Other special authorisations may be considered upon request to the organisation. The organisation may issue favourable opinions on exceptional participation requests from teams or athletes.
8. SPECIFIC TECHNICAL RULES (7v7, 9v9)
8.1 Competition Formats
8.1.1 In 7v7 competitions, all categories play with 7 players on the pitch (1 goalkeeper + 6 outfield players).
8.1.2 In 9v9 competitions, all categories play with 9 players on the pitch (1 goalkeeper + 8 outfield players).
8.2 Offside Rules
8.2.1 11-a-side and 9-a-side: The standard FIFA offside rule applies, from the halfway line.
8.2.2 7-a-side: The offside rule applies only in the zone between the penalty area line (offside line) and the goal line.
8.3 Goal Kicks (7-a-side and 9-a-side)
8.3.1 Goal kicks shall be taken from the ground; the ball may be placed at any point along the line that delimits the goal area.
8.3.2 The ball is in play as soon as it is kicked and moves clearly (it does not need to leave the goal area).
8.3.3 Opponents must remain outside the penalty area until the ball has been kicked and moved clearly.
8.3.4 Team-mates may be inside the goal area at the time of a goal kick.
8.3.5 If the opposing team enters the area before the ball has been touched, the goal kick shall be retaken.
8.4 Other Rules
8.4.1 Whenever play restarts from the centre of the pitch, at least two touches on the ball are required to validate a goal (a direct shot from the centre circle is not valid unless the ball touches someone).
8.4.2 All throw-ins are taken with the hands and all corners are taken with the foot.
8.4.3 The goalkeeper is prohibited from handling the ball after a deliberate pass from a team-mate's foot (in all categories).
8.4.4 In addition to the above, all other rules of the referee shall apply.
9. PITCHES
9.1 All pitches have natural or artificial grass.
9.2 The football pitches are distributed across various complexes in the Cascais, Oeiras and Sintra area.
9.3 In the event of adverse weather conditions, some matches may be decided by a penalty shoot-out or a coin toss.
9.4 Additional pitches may be used should the number of registered teams exceed that anticipated.
10. MATCH SCHEDULE
10.1 The organising committee reserves the right to alter groups, kick-off times, and venues at any point before and during the competition.
10.2 In the event of changes, team managers will be promptly notified. It is, however, the responsibility of each team to check the website 2 hours before each match to confirm the venue.
10.3 Teams should always consult the match schedule, particularly when advancing to subsequent stages, as the organisation may be required to make changes to kick-off times and venues for logistical reasons.
11. REFEREES
11.1 All referees are members of their country's Football Association.
11.2 In 11-a-side matches, there will be at least 2 referees or 1 referee and 2 assistant referees.
11.3 All 7v7 and 9v9 matches will have 1 or 2 referees.
11.3.1 For the semi-finals and finals of the Gold Playoffs in 7v7 and 9v9 competitions, the IberCup may, where possible, appoint two assistant referees in addition to the main referee.
12. TOURNAMENT JURY
12.1 The Tournament Jury is composed of representatives of Easy Choice – Organização de Eventos Desportivos, Lda.
12.2 The Jury handles protests, sanctions, and situations not covered by these regulations.
12.2.1 All situations that arise shall be analysed in accordance with the principle of sporting Fair Play.
12.3 The decisions of the Tournament Jury are final and not subject to appeal. Decisions made may, in the name of Fair Play, not correspond strictly to FIFA rules.
13. DISCIPLINE AND CARDS
13.1 Yellow cards do not accumulate across subsequent matches.
13.2 Red Card
13.2.1 11-a-side: The player is sent off and the team plays with one fewer player. An automatic 1-match suspension is only imposed if the match referee submits a report to the tournament board.
13.2.2 7-a-side and 9-a-side: The sent-off player may not return to the match, but the team may complete their numbers by bringing on a substitute. An automatic 1-match suspension is only imposed if the referee submits a report to the board.
13.2.3 Serious acts of aggression reported by referees may result in longer suspensions or exclusion from the tournament, as decided by the Jury.
13.3 Serious infringements shall be reported to the relevant National and International Federations.
14. PROTESTS
14.1 Protests must be submitted in writing by the team manager and delivered to the Secretariat within a maximum of 90 minutes after the end of the match.
14.2 Protest fee: €100 (refundable if the protest is upheld by the Jury).
14.3 Protests based on refereeing decisions will not be accepted.
15. NON-APPEARANCE AND ANTI-MATCH FIXING
15.1 Teams must be present at the pitch 15 minutes before the match.
15.2 Non-appearance without valid justification results in a 0-3 forfeit and an administrative fine of €100 (payable before the next match).
15.3 If a team fails to arrive on time due to transport delays (proven traffic or organisational transport failure), the Jury may decide to postpone the match by up to a maximum of 40 minutes beyond the scheduled kick-off time.
15.3.1 In exceptional circumstances, the match may be rescheduled to another time on the same day or the following day, should no pitches be available at the time of arrival.
15.4 If a team repeatedly fails to appear for matches, it may be excluded from the tournament.
15.4.1 In special cases, the Jury may decide to exclude a team from the first infringement onwards, if it determines that the offence was deliberate and intended for the team's own benefit and to the detriment of another team in the group.
15.5 Any team that forfeits a match due to non-appearance must pay €100 in order to play their next match and continue in the competition.
15.6 If a team fails to appear for their final group match without valid justification and in their own interest, they may be eliminated or demoted to the Silver Playoff, following a decision by the Jury.
15.7 In the event of non-appearance, the organisation shall not be held responsible and will not reimburse any of the teams.
15.8 Classification Manipulation (Anti-Match Fixing)
15.8.1 To safeguard sporting integrity and prevent the deliberate selection of opponents, should the Jury determine that a non-appearance was intentional in order to manipulate the standings, the team shall be sanctioned with an Automatic Playoff Demotion.
15.8.2 The team will be relegated to the Playoff stage immediately below the one for which they qualified (e.g.: they qualify for Gold but are demoted to Silver; if already in Silver, they go to Bronze).
15.8.3 If the team is already in the lowest tier, they may be excluded from the competition.
15.9 Match Abandoned Before Full Time
15.9 If a match is abandoned for any reason and cannot be played to a conclusion, the Jury shall decide between the following alternatives:
15.9.1 The match is replayed from the start.
15.9.2 The match is restarted from the minute at which it was abandoned.
15.9.3 The score at the time of abandonment is considered the final result.
15.9.4 One of the teams wins 3-0.
15.9.5 Both teams lose 0-3.
16. CODE OF CONDUCT AND ANTI-VIOLENCE POLICY
The IberCup operates a Zero Tolerance policy. Team managers are responsible for all members of their delegation.
16.1 Loss of Deposit and Exclusion
The team will forfeit their entire security deposit (caution money) and may be expelled from the tournament in the following situations:
1. Material Damage: Wilful damage to sports facilities (changing rooms, benches, pitches), accommodation, or transport. The team must also pay for the full cost of repairs.
2. Violence between Participants: Involvement of players or staff in physical assaults, brawls, or conflicts, on or off the pitch.
3. Spectator Violence: Should a team's supporters or family members invade the pitch, or threaten or assault referees, staff, players, or opposing supporters.
16.2 The referee has the authority to terminate the match immediately should there be no conditions for safety due to the behaviour of supporters or teams. The defeat shall be attributed to the team responsible for the disturbance.
16.3 Serious infringements shall be reported to the relevant National and International Federations.
16.4 Conduct of Supporters and Family Members: Teams are responsible for the conduct of their supporters and family members. A team may forfeit a match if the referee decides to end it on the basis of the verbal or physical misconduct of their supporters towards referees, staff, or the opposing team.
16.5 Silence in accommodation between 23:00 and 07:00.
16.6 Meal times must be respected. Teams may forfeit their meals if they arrive late. In the event of a delay caused by a match or transport, the organisation must be informed.
16.7 It is prohibited to travel on any form of transport without a shirt.
17. INSURANCE AND LIABILITY
17.1 The IberCup does not provide group or athlete insurance. Each player must compulsorily hold their own valid sports/medical insurance in Portugal.
17.2 Insurance documentation must be submitted during check-in/in-person accreditation.
17.3 Please ensure that all your players are insured both on and off the pitch.
17.4 Participants from countries that do not have a medical insurance agreement with Portugal must hold personal medical insurance.
17.5 Team managers must be aware in advance of which hospitals/clinics have an agreement with their insurance provider, so that in the event of medical treatment being required, their athletes can be taken to those facilities.
17.5.1 Should the ambulance crew not be informed by team managers of the clinic or hospital to attend, the team shall be responsible for payment of the service provided at the hospital to which the player is taken, if that hospital has no agreement with their insurer.
17.6 The IberCup accepts no liability in the event of theft of sports equipment or personal belongings of participants at accommodation, transport, or sports venues.
17.7 The organisation accepts no responsibility for accidents, damage, or financial losses arising from war, civil unrest, actions of authorities, strikes, natural disasters, epidemics, or similar events.
18. WATER AT MATCHES
18.1 IberCup staff at the pitches may occasionally have bottled water available for teams, but it is very important that teams bring their own water to matches.
18.2 Tap water in Portugal is safe to drink.
18.3 The organisation recommends purchasing bottled water, particularly for younger children.
18.4 Water can always be purchased on-site.
19. CHANGING ROOMS
19.1 Teams must leave their accommodation already dressed in their match kit.
19.2 Some sports complexes may have changing rooms, but some are small. Due to the large number of teams, your team may not have space to change their kit on site.
19.3 This rule applies particularly to local teams.
19.4 Teams with accommodation arranged through the organisation must shower at their own accommodation after each match.
19.5 There are no lockers in the changing rooms at match venues. Teams may not use the changing rooms to store their bags during matches and must keep all their belongings at the dugout.
20. GUEST PLAYERS
20.1 Each team may have guest players who are duly registered through their National or State Association, Federation, or any other affiliated organisation.
20.2 Players CANNOT play for more than one team in the tournament.
20.3 It is the individual player's responsibility to register with a club as a Guest Player.
20.4 The tournament does not have a system to manage individual guest player registrations.
21. AUTHORISATIONS TO PARTICIPATE IN THE IBERCUP
21.1 All foreign teams must request their football federations to send a letter of authorisation to the IberCup (info@ibercup.com) in order to participate in the tournament.
21.2 In countries where football is organised by football schools, the organisation permits the participation of teams affiliated to football schools. In such cases, only a letter of authorisation from the club or school is required.
22. ORGANISER
22.1 Easy Choice – Organização de Eventos Desportivos, Lda. organises the IberCup Cascais Elite 2026.
The Organisation reserves the right to amend and/or supplement these regulations. Any amendments will be communicated to all participants in a timely manner.
